He received his Bachelor’s degree from Sichuan International Studies University as English major and Master’s degree in International Law (international economic law) from Southwest University of Political Science & Law. He was academic visitor in Law Faculty, the University of Oxford, UK.
He worked as an attorney with King & Wood Mallesons in Beijing and Chongqing Exceedon & Partners. Mr. Chen joined Yunnan Baqian Law Firm in 2017, where he participated in the establishment of China Pan-Mekong Law Firm in Myanmar, and represented his assignment to China Pan-Mekong Law Firm in Yangon, Myanmar. He joined Lingyun Law Firm in 2021. Before joining Lingyun Law Firm, Mr. Chen worked with Yunnan Development and Reform Commission, where he was familiar with project negotiations between China, Yunnan, and Southeast Asian countries. He was frequently involved in major project negotiations between China, Yunnan, and Southeast Asian countries. Major projects involved in the planning and negotiation include Myan- mar Kyaukpyu Special Economic Zone project, Lao Vientiane Saysettha Development Zone project, Lao Mohan-Boten Economic Cooperation Zone project, etc.
His main practice areas include foreign investment, outbound investment, corporate M&A, overseas project investment and financing, private equity (familiar with government investment and financing projects), identification of foreign business partners or investment projects, plan of overseas investment structure, legal environment and risk assessment in the country of residence, foreign-related commercial negotiation, planning and guidance of overseas.
